Judge M. Dhandapani heard the case. The court noticed that the fourth respondent, the Executive Engineer of PWD, hadn't processed the certificate request quickly enough. This delay could have cost PMS Builders their chance to bid.
The court was clear: the certificate needed to be given by the end of the day. The judge emphasized the urgency because of the upcoming deadline.
"The 4th respondent being a public authority, is duty-bound to process the request made by the petitioner within the prescribed time-lines."
The Special Government Lawyer, Mrs. S. Anitha, represented the state. She assured the court that the certificate would be given during office hours on the same day. This assurance helped solve the immediate problem.
The court told the officials to give the certificate before 5 PM on the same day. This decision made sure that PMS Builders could join the bidding process without any more issues.
"Considering the fact and circumstances of the case... this Court directs the 4th respondent to issue work site inspection certificate to the petitioner by today itself."
