Summary: In a recent decision, the Madras High Court ordered the immediate issuance of necessary certificates to M/S T.P.S. Construction Company, allowing them to participate in a bid for a bridge project in Salem.

The Case Begins

On December 15, 2025, the Madras High Court, with Judge N. Sathish Kumar, heard a request from M/S T.P.S. Construction Company. They wanted the court to order the issuance of two important certificates: the Work Site Inspection Certificate and the Working Condition of Plants and Machinery Certificate. These were needed to bid on a bridge construction project in Salem.

What's the Project?

The project involves building a High-Level Bridge on the Athimugam - Perandapalli - Thorapalli road. This is to replace an existing low-water crossing. The notice for the bid was published on November 29, 2025, and the deadline for submitting the certificates was December 16, 2025.

The Court's Concern

Judge Kumar noted that delaying the certificates could stop M/S T.P.S. Construction Company from joining the bid. He stressed the need to issue them on time, saying:

"If the Work Site Inspection Certificate is given at the last minute, it will prevent the petitioner from participating in the bid process."

Respondent's Agreement

The Superintending Engineer and Divisional Engineer, who were representing the other side, agreed to issue the certificates quickly. The Special Government Lawyer, Mr. Yogesh Kannadasan, confirmed this in court.

Final Order

The court ordered the certificates to be issued on December 15, 2025, ensuring M/S T.P.S. Construction Company could meet the bid deadline. The request was resolved without any extra charges.

This decision shows how important it is for administrative actions to be timely in public projects, providing fair chances for all participants.
