Quick Summary: Pramod Kumar and another person have successfully challenged a 2024 decision that affected their meat shop license in New Delhi. The court has told the Municipal Corporation of Delhi (MCD) and Delhi Development Authority (DDA) to look at their case again.
On December 23, 2025, the High Court of Delhi, led by Judge Mini Pushkarna, listened to the case of Pramod Kumar and another person against the Municipal Corporation of Delhi (MCD) and Delhi Development Authority (DDA). Pramod Kumar and his co-petitioner wanted to cancel a decision from July 24, 2024, that affected their business.
Pramod Kumar and his partner have been running a fish, chicken, and mutton stall at Dabri More, New Delhi, since before 2004. They officially became owners of Stall No. 10 through a lottery on March 28, 2010. Even though they met the MCD's 2023 rules for a Veterinary License, their shop was closed, leading to the legal action.
Judge Mini Pushkarna gave several instructions:
Talk to Authorities: Pramod Kumar and his partner must explain their situation to the Deputy Commissioner, Najafgarh Zone, and the DDA.
Inspection and Meeting: The MCD and DDA will check the shop and have a meeting with Pramod Kumar and his partner.
Follow Rules: Pramod Kumar and his partner must follow the MCD's 2023 rules and Rule 91 of the Aircraft Rules, 1937.
Fee Payment: A fee of ₹20,000 is needed to reopen the shop.
The court's decision requires the MCD and DDA to address the concerns of Pramod Kumar and his partner within four weeks. If all requirements are met, the necessary licenses will be given without extra fees, as long as previous fees have been paid.
The case was resolved with these instructions, and the next hearing, which was supposed to be on January 13, 2026, was canceled.
