Summary: The court has instructed the Public Works Department to give a site visit certificate to Sri Siva Sakthi Associates by the end of the day.

The Petitioner and the Request

Sri Siva Sakthi Associates, represented by its head, S. Mathusoothanan, filed a request in the Madras High Court. They asked for a court order that would make a government official do their job. In this case, they wanted the Public Works Department to give them a site visit certificate. This certificate was needed for an online tender notice related to construction projects in Tamil Nadu.

"This request has been made to direct the officials to give the site visit certificate to the petitioner."

The Tender Notification

The Public Works Department had announced a tender on November 3, 2025, for construction work in various districts, including Vellore. One of the requirements was to get a site visit certificate from the Executive Engineer. Sri Siva Sakthi Associates applied for this certificate on November 12, 2025.

The Delay and the Petition

Even after applying, Sri Siva Sakthi Associates did not hear back or get any arrangements for the site visit from the Executive Engineer. This led to the filing of the request, as the deadline for submitting the application was nearing on November 24, 2025.

"No arrangements have been made to visit the site and provide the site visit certificate till now."

The Court's Decision

The case was reviewed by Honourable Mr. Justice M. Dhandapani. After looking at the situation, the court told the Executive Engineer to give the site visit certificate by 5 PM on November 21, 2025. Sri Siva Sakthi Associates was told to pick up the certificate during office hours.

"This Court instructs the second official to give the work site inspection certificate to the petitioner by today before 5.00 P.M."

Conclusion of the Case

The court finished the case with these instructions and closed any related extra requests. No costs were assigned to either party.
