Summary: Mrs. Parveen Begum filed a case against the approval of tender rates for a store, claiming unfair practices. The court decided not to stop the tender process and will review it in June.
Mrs. Parveen Begum, a businesswoman from Hyderabad, took her concerns to the High Court. She was upset about a tender process where she believed the rules weren't followed. The tender was about supplying goods, and she thought the decision favored Sri Venkateshwara Kirana & General Stores unfairly.
Justice Sanjay Kumar looked into the case. The main issue was whether the tender process was fair. Parveen Begum wanted the court to declare the tender approval as illegal and against basic fairness.
"The orders... are illegal, highly arbitrary and in gross violation of tender notification and principles of Natural Justice."
The government, represented by the knowledgeable Government Pleader, said that no contractor was given work without offering the lowest price. They had written evidence from the Superintendent of Central Prison, Cherlapalli, to back this up.
The documents showed that negotiations were held with Parveen Begum for four out of five commodities. This was a key point because it suggested she was considered fairly for most items.
The court decided not to stop the tender process immediately. They felt the case needed more examination, and they planned to look at it again in June. So, the temporary stop that was granted earlier was lifted.
The case is set to be reviewed again on June 15, 2016. Until then, the tender process can continue as planned.
