Mehfoooz Ahmed and his partner have been running a meat shop at the Fruit, Vegetable, and Fish Market in Dabri Mor since before 2004. They legally got Stall No. 13 through a lottery held on March 28, 2002. They argued that they met all the necessary rules set by the MCD's policy from December 20, 2023, which controls the giving out of licenses for meat-related businesses.
Mehfoooz Ahmed mentioned similar cases where the court had decided in favor of shop owners, like the decisions from August 12, 2025, and September 9, 2025. They asked for the same kind of help in their case.
The MCD, through their lawyer, said that Mehfoooz Ahmed and his partner would need to pay a fee to open their shop again. According to the MCD's policy, if a shop is closed for breaking rules, a fee of Rs. 20,000 is needed to open it again.
"If a meat shop/premises is closed due to any violation... an amount of Rs. 20,000 shall be charged as a fee for opening it again."
Judge Mini Pushkarna told Mehfoooz Ahmed and his partner to submit their requests to the Deputy Commissioner of the Najafgarh Zone, MCD, and the DDA. The authorities were instructed to deal with these within four weeks, ensuring cooperation between the MCD and DDA.
The court ordered that the necessary licenses be given if all conditions are met. Mehfoooz Ahmed and his partner are not required to pay new fees if they have already paid before. They must pay the Rs. 20,000 fee to reopen their shop.
