In the case of Writ Petition No. 28984 of 2025, Valluri Madhavi, the mother of Valluri Pranavi, asked for her daughter to be recognized as a 'Local Candidate' for medical school courses in Telangana. This was for the seats reserved for local students for the academic year 2025-2026.

The Argument for Local Status

Madhavi's lawyer argued that Pranavi had lived in Telangana for four straight years. While she did her 9th-grade online from Andhra Pradesh, she was living in Hyderabad. For 10th, 11th, and 12th grades, she went to school in Hyderabad. The petitioner claimed this met the rules under G.O.Ms.No.33 and G.O.Ms.No.150, which require continuous study or living in the area.

"Her stay being for four consecutive years in Hyderabad, she meets the requirement."

The University's Stand

The lawyer for Kaloji Narayan Rao KNR University of Health Sciences pointed out that the rules require either continuous study or living in the area—not a mix of both. Studying outside the state is only allowed if the parent belongs to certain categories, which Madhavi did not.

"Studying outside the State is only allowed if the parent fits into any of the listed categories."

The Court's Decision

The Chief Justice Apresh Kumar Singh and Justice G.M. Mohiuddin decided not to discuss the details of the case but told the university to look at the request according to the rules. They stressed the need for a quick decision.

"We conclude the Writ Petition by directing the respondent University to consider her request according to the rules."

The outcome now depends on the university's evaluation.
