What's the Fuss About?

A bunch of complaints were filed against a notice from Kaloji Narayana Rao University of Health Sciences. This notice changed how students are considered "local candidates" for NEET (UG) 2025 admissions. The rules were based on the 2017 Telangana Medical and Dental Colleges Admission Rules, which were changed in 2024.

The Court's Take

The case was heard by Chief Justice Sri Aparesh Kumar Singh and Justice G.M. Mohiuddin. They decided that part of the 2017 rules was against the Constitution's Article 14, which is all about fairness. But instead of getting rid of the rule, they "read it down." This means they kept it but changed how it should be applied.

Supreme Court Steps In

The State of Telangana and the University weren't happy and took the case to the Supreme Court. On September 1, 2025, the Supreme Court reversed the lower court's decision. They said the 2024 changes were okay but added a new twist. If students had to move out of Telangana because their parents were transferred for jobs, they could still be considered local candidates.

New Rules to Know

After the Supreme Court's decision, Telangana issued a new order on September 8, 2025. Here’s what changed:

  • To be a local candidate, you need to have studied in Telangana for four straight years or lived there for four years if you didn’t study anywhere.
  • If your parents work for the government or certain services and were transferred out, you might still qualify as a local candidate.

What About the Petitioners?

The students who filed the complaints were allowed to apply as local candidates while the case was ongoing. But since the Supreme Court upheld the new rules, these students don’t qualify as local candidates anymore.

The court dismissed all the complaints. So, the new rules stand, and everyone has to follow them for the 2025 admissions.
