Quick Summary: The Madurai Bench of Madras High Court has called for new elections for the All India Railway Protection Force Association after a disagreement over rule changes. The decision was made on November 21, 2025, by Judge Abdul Quddhose.
On November 21, 2025, the Madurai Bench of the Madras High Court, led by Judge Abdul Quddhose, looked into a request made by S. Manivannan. He is an Assistant Sub-Inspector with the Railway Protection Force in Thanjavur and also the Divisional President of the Trichirapalli Railway Division.
S. Manivannan questioned a letter dated December 5, 2019, sent by the Director General of the Railway Protection Force, which he said was unfair and went against the group's accepted rules.
The main problem was about a change to the group's rules made on January 9, 2010. The All India Railway Protection Force Association decided to cancel this change on November 19, 2025. However, the Director General, represented by the Deputy Solicitor General of India, said that retired members had voted, which made the decision invalid.
"Since the retired persons had also voted...the Director General does not recognize the resolutions passed by the All India Railway Protection Force Association."
The court decided that a temporary committee should be created, made up of current group members who are still working. This committee, watched over by three observers from the Railway Board, will make a proper decision to change the rules, leaving out any retired members.
Once the rules are changed, the observers will manage new elections for the group's leaders. This process should be finished by July 31, 2026. After the elections, the jobs of both the observers and the temporary committee will end.
The court finished the petition with these instructions and closed any related extra requests. This decision is an important step in fixing the leadership and management problems within the All India Railway Protection Force Association.
