Delhi HC: Stall Owner Swati's Veterinary License Dispute with MCD Resolved

Swati's fight with the Municipal Corporation of Delhi (MCD) over a veterinary license has taken a new turn. Here's what happened in court on December 23, 2025.

Swati's Request for License

Swati, with the help of Mr. K.K.L. Gautam and his team, asked the court to cancel an order from August 13, 2024, which stopped her from getting a Veterinary License for her stall at the Dabri More Market in New Delhi.

Background of the Case

Swati has been selling fish, chicken, and mutton at Stall No. 8 in the Dabri More Market since before 2004. She officially became the owner of the stall on March 28, 2010. Swati says she meets all the rules set by the MCD's policy from December 20, 2023, which allows licenses for meat shops.

Previous Court Decisions

Swati's lawyer mentioned that similar cases had been decided in favor of the people who asked for help on August 12 and September 9, 2025. They hoped for a similar decision in Swati's case.

MCD's Rules and Fees

MCD's lawyer, Mr. Kapil Dutta, pointed out a rule that requires a Rs. 20,000 fee to unseal any shop that broke the rules. Swati agreed to pay this fee.

"If a meat shop is sealed because it broke the rules, Rs. 20,000 is charged as a fee to unseal it."

Court's Instructions

Justice Mini Pushkarna instructed several actions:

  1. Swati must submit requests to the Deputy Commissioner of Najafgarh Zone and the DDA.
  2. Her request to cancel the license order should be looked at within four weeks.
  3. Swati should be allowed to speak in person.
  4. The MCD and DDA will check her stall to make sure it follows their rules and the Aircraft Rules, 1937.
  5. If everything is in order, her license should be given without extra fees, as long as she has already paid.

Summary of the Verdict

The court agreed with Swati's request and gave these instructions. The case was closed on December 23, 2025.
