Summary: CCS Computers Private Limited was banned by the New Delhi Municipal Council (NDMC) for two years because they submitted a fake document in a bid. The case went through several appeals and decisions, with the final outcome reducing the ban period.
On May 28, 2022, the New Delhi Municipal Council announced a request for 4,159 tablets. CCS Computers, working with Datamini Technologies, submitted a bid on June 28, 2022. But problems arose when the New Delhi Municipal Council noticed a suspicious Turnover Certificate (TOC) on September 2, 2022, which looked fake.
CCS Computers quickly started an internal investigation on September 5, 2022, and found two employees responsible. They apologized, saying it was an accidental mistake. By September 27, 2022, the employees were fired.
"The fake document was created without CCS Computers Private Limited knowing about it."
The New Delhi Municipal Council banned CCS Computers on December 7, 2023, for three years, which was challenged and overturned by a judge on March 4, 2024. However, the New Delhi Municipal Council sent a new notice, leading to a new two-year ban on June 7, 2024.
CCS Computers argued the punishment was too severe. The case was reviewed by Chief Justice Devendra Kumar Upadhyaya and Justice Tushar Rao Gedela, who thought about what was fair.
"It is not right to use a huge hammer to crack a small nut."
On December 4, 2025, the court recognized CCS Computers’ efforts to fix the issue, including punishing the responsible employees and cooperating with investigations. The judges decided that the time already spent under the ban was enough.
"CCS Computers Private Limited will not be considered banned from participating in any other bid if they meet the requirements."
This case shows the importance of honesty in bidding processes and the challenges in holding companies accountable.
