In an interesting turn of events, the court has ruled in favor of Smt Miriyam Himabindu, allowing her to proceed with her building plans without needing a No Objection Certificate (NOC) from the Urban Land Ceiling Authority. Here’s what happened.

The Issue at Hand

Smt Miriyam Himabindu filed a legal request against the State of Telangana and several city authorities. She wanted to challenge a letter dated August 18, 2025, that demanded she provide a NOC for constructing a house on her property in Jillelguda, Rangareddy District.

"The letter was declared illegal, unfair, and against the constitution," she argued, citing previous court rulings.

Previous Court Decisions

Her lawyer pointed out that similar cases had been resolved in favor of the people who filed them, with references to past decisions from April 2022 and April 2025. These cases had set examples that supported her argument.

The Court’s Decision

Judge B. Vijaysen Reddy was in charge of the case. The court agreed with Himabindu’s lawyer and allowed her request. The court canceled the letter that caused the problem, meaning her building application would be processed without needing a NOC.

"The building permission application shall be processed within 21 days," the court ordered, making it clear that the previous demand was no longer valid.

Withdrawal of Refund Request

Interestingly, Himabindu decided not to continue with her request for a refund of fees she had paid under the Urban Land Ceiling Act. She withdrew this part of her request.

The court wrapped up the case with no orders on costs, meaning each party will cover their own legal expenses. Any pending additional applications related to the case were also closed.
